In 1871, as soon as Alsace and Moselle were annexed, the Germans decided to defend Metz. They completed the forts begun by the French, then built a series of forts to form a fortified belt around the city. From 1899, they built a second belt of forts called Festen (called Groupes Fortifiés after 1918 by the French).
